Dozens of West Florida HBA members and builders including ParsCo Construction, remodelers, associates, suppliers and other local organizations have contributed their time and resources to the project.
In June 2024, the City of Pensacola donated three properties to the Northwest Florida Community Land Trust — an initiative launched by Pensacola Habitat for Humanity. The mission was to create affordable homes that remain attainable not just today, but for generations to come.
The HBA of West Florida took the role leading role in a three-home development project two new builds and one rehabilitation made possible through the donations and volunteer efforts of HBA members.
The Community Land Trust (CLT) model allows the land to remain under nonprofit ownership while the homes are sold to qualifying buyers — those earning 120% or less of the area median income. If a homeowner chooses to sell, the same income eligibility rules will apply to the next buyer.
The City of Pensacola is also identifying additional lots in or near the urban core to donate to the land trust—ensuring affordable homes are built in high-opportunity areas.
Proceeds from the sale of these first homes will be reinvested into future affordable housing projects.
This project serves as an example to other cities and counties across the country that when local governments and builders work together, we can make homeownership more attainable for everyone and is a win-win for all involved.

Northwest Florida Community Land Trust Homebuyer Applications Now Open!
PENSACOLA, Fla. – Pensacola Habitat for Humanity announced that homebuyer applications are now open for the Northwest Florida Community Land Trust (CLT), bringing another affordable homeownership solution to Escambia and Santa Rosa Counties.
 Each homeowner in the Community Land Trust will own their house but not the land on which the house sits. Instead, they will sign a 99-year ground lease for the land. Removing the cost of the land from the mortgage creates affordability for buyers as they build shared equity.

The Home Builders Association of West Florida (HBA) in a partnership with the Northwest Florida Community Land Trust is building three affordable homes in the city of Pensacola, Florida.
As you may know, the HBA historically builds a “Dream Home” through member donations to raise funds for the operation of the HBA.
With housing affordability in the national spotlight and the current critical need for more attainable housing locally, the HBA has partnered with the Northwest Floridda Community Land Trust to build three affordable homes rather than the traditional “Dream Home”.
Encore Homes by ParsCo is one of the home building companies that have volunteered to build a home for the Northwest Florida Community Land Trust.
With this in mind, please consider making a materials / and/of services donation or a financial contribution to the HBA Affordable Housing Project.
Every little bit helps improve the project bottom line. Any donation benefits the entire HBA membership and homebuilding industry.  The funds raised through this project sustain HBA advocacy efforts and allow the HBA to keep standing up for housing and for the construction industry,
But, more importantly, by donating to the NWFL HBA, you are a part of something that will truly have a positive impact on our local community as these three homes will remain in the Land Trust even if they change hands and will therefore always remain affordable.

CivicCon celebrated 23 individuals and organizations on Monday, December 4th 2023 for their work in making Pensacola and the surrounding area an even better community.
Fooladi, president and CEO of ParsCo was awarded the Strong Towns Award which recognizes individuals or organization that embody the ideals of Chuck Marohn, founder of Strong Towns, who advocates for smart, bottom-up development patterns to make cities safe, livable, inviting, financially strong and resilient.
The Strong Towns award recognizes the Strong Towns mantra of making good use of our existing resources and infrastructure, instead of creating costly new sprawl.

As ParsCo President and CEO, Fooladi has invested heavily in renovating historic buildings in the downtown area, his most recent project being the Motor Inn Station Number Two in Belmont-DeVilliers. He’s played a significant role as general contractor in the renovation of several of the downtown’s most iconic buildings including Brent Lofts and the historic Marston Quina renovation, which won the Excellence in Construction Eagle Award for Best Historical Renovation in Florida.

The Motor Inn Station Number Two, one of Escambia County’s 42 registered historic places and a century-old building, is being restored at 500 W. Jackson St. in hopes of reopening as a commercial development.
The project is a personal one for ParsCo President and CEO Amir Fooladi, who has worked on many historical projects and is also on the board of the University of West Florida Historic Trust.
“For me, I think it’s just a passion for working on restoring the history of Pensacola,” he said. “Renovations are fun but when it has that historical element it makes it extra special.”
Fooladi has also helped with recent local developments like the Brent Lofts, Pearl & Horn and Slick Lips Seafood.
The development process has been underway for a few years, experiencing setbacks at times in order to remove outdated and less-than-sound infrastructure concealed within the building’s original framework from nearly 100 years ago. The building’s portico even caved in from rot, requiring a complete restoration.
Some of the building’s original Spanish architecture, such as its plaster and window accents, are still present thanks to efforts by ParsCo Construction and the UWF Historic Trust to preserve its historic features.
In order to reconstruct some of these features, Richard Rodriguez, exhibit designer for the Historic Trust, used 3D-printing technology to make identical models with weather-resistant materials for the building’s exterior.
Why is the building historically significant?
The Motor Inn Station Number Two is the latest addition to the National Register of Historic Places from Escambia County. The building was originally called Monks Service Station Number Two and was added to the register on Sept. 27 last year at the beginning of the restoration development process.
“It represents a period of early transportation, fueling and stations that you would have seen in Pensacola and the surrounding towns,” said Ross Pristera, historic preservationist at the Historic Trust. “Each of these stations had its own brand of architecture to it, unlike the ones today that are just kind of generic.”
Who will be in the new building?
There is no confirmed tenant yet for the commercial building, but there are a few businesses interested in the space. Once restoration of the building is complete, potential tenants will have to work with an architecture firm on the design of the historic building’s interior in order to fit its individual needs.
Fooladi says that they will be finishing the entire building including the tenant’s buildout and interior once they have signed their agreement.
“These buildings have potential for new uses for smaller businesses. They offer a uniqueness that other commercial buildings don’t have,” Pristera said. “It’s up to people like Amir to find and put the energy into them to make them viable again, people like to see them have new uses.”
Fooladi says that the work to restore the building and keep it historically accurate was difficult, but dedication to the details from local partners such as JRS Plastering, Merritt Glass, Guy Brothers Roofing and Alcala Architecture is making the process successful.

Since 2015 we have retained the best legal, accounting and IT team in the United States who monitors all correspondence and IT systems within the ParsCo framework including all incoming and outgoing information.
All communication on ParsCo computer and mobile networks is logged and tracked to identifying sources to protect the Department of Defense, security clearances and our current and previous clients.
